City administrator outlines planning schedule for Fox Ridge/Broadmoor; says incentive talks not started

City Administrator Laura Smith briefed the Community Development Committee on the procedural steps and schedule for the preliminary development plan (PDP) for the Fox Ridge/Broadmoor project and clarified the city's role on incentives.
"The planning commission did take up the preliminary development plan case on this project at their planning commission meeting on July 27... the planning commission continued the public hearing on that project to their August... August 24," Smith said, and she told the committee the PDP would likely be scheduled for city council consideration on Sept. 16.
Smith said the planning process and the incentive (TIF) process are distinct: staff is currently reviewing zoning entitlements and materials (including proposed reskin materials for an existing office tower) and is working to coordinate traffic study feedback with KDOT. On incentives, she told the committee, "I just to be clear, we have not started the incentive conversation." Smith said if the developer pursues a TIF or other incentive request, that would require a formal application and separate public consideration.
Committee members pressed staff on whether cellular antennas would remain on the tower and other technical points; Smith confirmed the antennas would stay in place and reiterated the next public hearing and council dates so residents know where to present comment.
