During the budget presentation, Lucy told the court that staff had moved $2,000,000 from contingency into the indigent-health-care line in the draft budget. "I do have in here that, 2,000,000 was taken out of contingencies and put into indigent health care," she said, explaining how the reallocation alters the fund balance and the projected beginning cash position.
