Staff reported multiple application forms (some unchanged since 2021–2024) and presented a planning-and-zoning plan-review checklist intended to create an administrative review path. Under the proposed process, the chair would perform an initial zoning-code check at permit intake and could bring ambiguous cases to the commission for interpretation; the goal is to speed permit decisions while preserving commission oversight where interpretation is needed.
Commissioners volunteered to review specific forms (sign application, subdivision vacation/amendment, site plan) and agreed to continue work on the checklist. Staff and commission members discussed which forms are still needed versus those the building department can handle directly and agreed to coordinate with building staff to avoid duplicative requirements.
