Resident tells council asphalt operation next to home is ‘inhumane,’ urges CUP reevaluation

"The evidence does not support this conclusion," Dowell said, referring to a staff packet assessment that labeled complaints "unfounded." She added: "This is not just unreasonable. It's inhumane." Dowell asked the council to revisit the CUP conditions, noting the permit's listed hours and staging requirements were not mitigating impacts she said are ongoing.
Councilmembers did not take action during public comment but may refer the matter to staff for follow‑up or future agenda placement under standard public‑comment practice. The public‑comment rules were reiterated at the start of the meeting that items discussed at this time are part of the official record but generally will not receive immediate council action.
