Staff framed the draft as a framework that used a previously circulated conversion document while inserting Honey Brook-specific edits on definitions, performance standards, monitoring requirements and conditional-use procedures. John McHugh, a resident who testified, said the draft “represents a serious attempt to regulate a rapidly developing industrial land use before a project is proposed or constructed.”
Commissioners and residents pressed staff for technical clarifications — notably consistent water-consumption figures, noise-baseline methodology, cumulative generator-testing limits, and decommissioning financial assurances. Staff acknowledged several internal inconsistencies and said it would reconcile them in the final recommendation.
