Superintendent says title changes reflect duties, not promotions; cites AB 1997 transparency rules

She described specific assignment changes: an associate superintendent will report directly to the superintendent and responsibilities for human resources, technology and student services will sit with Deputy Superintendent Angela Herrera; Doug Orr was cited for building the welcome center and covering facilities functions. The superintendent framed the contract-term extensions to 06/30/2028 as administrative housekeeping to reflect job duties and comply with the new salary-schedule requirement.
