City proposes raising stormwater minimum to $10.50, applying campus‑based charges for schools and religious institutions

City Manager outlined a staff recommendation to raise the minimum stormwater fee from $7.97 per month (in place since 2007) to $10.50 per month per equivalent residential unit (ERU). The change would apply to residential, multifamily and commercial properties; staff recommended calculating bills for large property owners (including religious institutions and independent school district campuses) on an ERU per campus basis and capping certain charges where appropriate.
Manager explained that the recommendation follows consultant analysis and federal/state stormwater requirements delegated through the Texas Commission on Environmental Quality. "The average residential customer since 2007 has been paying $7.97 per month for their storm water rates," the manager said while explaining the recommended minimum increase to $10.50. Staff noted the stormwater fund would still need occasional draws on fund balance for some long‑term projects even after the increase, because projected revenues do not fully cover all planned expenditures for the fund in the near term.
