Pohlman said the department had documented multiple remediation actions — removal of an RV, cutting vines and removal of yard debris — and recommended facilitating a meeting among the homeowner, neighbor and police to craft a solution.
Councilmembers debated enforcement options and the creation of special committees but ultimately voted to keep the existing enforcement process. The council directed staff to serve a 30-day written notice to the property owner to bring the property into compliance, require an action plan and conduct routine follow-up inspections; the motion carried unanimously.
The council did not authorize immediate contractor cleanup or an invoice to be assessed against the property at this meeting; staff said those are enforcement steps available if the owner fails to respond to the notice.
