Commission continues Ronnie Mendez NOI for 131 Montrose Ave; staff to draft order

Paul, the project representative, updated the Wakefield Conservation Commission about an ongoing Notice of Intent for 131 Montrose Ave and reported two site visits that determined the leaching field location and options to relocate disturbance away from the wetland. He told commissioners the homeowner/developer is amenable to removing invasive Japanese knotweed in the work area and to relocating the leach field to a more barren area to avoid wetland impacts.

Commissioners pressed for clarity on snow-storage direction and construction staging. Commissioner Jennifer Fanning recalled a prior discussion about routing snow storage "to the left of the house" (facing the house) to avoid pushing plowed material toward the wetland; Paul confirmed snow and plow staging would be handled to push material away from wetlands. The commission also discussed stripping topsoil during construction and reusing it to stabilize disturbed areas rather than importing fill: "We can use that surface material for the area that was sort of un-vegetated between the house and the wetlands," Paul said.

Given the ongoing details to be finalized — especially the infiltration/drainage design that will likely pick up runoff from the existing house roof area — the commission agreed to continue the matter to the Aug. 18 meeting and asked Ethan to draft an order of conditions in advance so members can review and vote then.
