"Applicants are going to need to submit a budget using the template we provide with the application," Parkinson said, adding the budget must disclose total project cost, quantify any gap above the award ceiling and explain co‑funding sources and timing.
Parkinson said the work plan must include vendor selection and implementation plans, procurement timing, and a DXF connectivity plan specifying whether the applicant is a signatory to the DXF data‑sharing agreement or works with a QHA or nationwide network. The application must include a reporting plan with program‑specific milestones tied to fund releases.
Parkinson emphasized feasibility and vendor readiness is the highest weighted scoring area (30 points), so competitive applications should include named vendors, letters of intent or vendor attestations and a detailed implementation schedule. He also reiterated that first subawards will only be released after a signed vendor contract dated after the executed grant agreement.
