Planning board backs ordinance to let businesses replace nonconforming sign faces without full rework

Scott Rodriguez, planning staff, told the board the amendment “is intended to clarify the city's nonperforming sign regulations” and to resolve uncertainty about whether replacing only a sign face counts as an alteration that triggers full code compliance.
Rodriguez said the change applies to all nonconforming signs, not just pole signs, and would allow routine replacement of a sign face while preserving structural‑modification requirements and the city's overall sign standards. A board member cited downtown small-business impacts, saying owners were previously told to remove or replace longstanding signs at substantial cost. The board moved, seconded and approved the recommendation with no opposition; staff noted online participants also voted in favor.
