Board pauses proposed animal ordinance after resident concerns over leash, feeding and enforcement language

Community Development Director David Pavlick walked the board through proposed changes to animal regulations, including a new definition for cats, requirements that outdoor cats be spayed or neutered and vaccinated for rabies, and a new prohibition on feeding feral, stray or wild animals in a way that “creates a nuisance.” Pavlick said the city had received a $10,000 donation to support a trap‑neuter‑release (TNR) program and recommended working with Northland Animal Welfare Society to provide low‑cost services.
Mayor Pogue relayed resident concerns that the draft language could unintentionally criminalize normal activity, asking whether a 14‑year‑old could legally walk a family dog under the draft running‑at‑large definition: “To me, that reads that our ordinance would it would be against the law for my 14 year old son to walk 1 of our 3 dogs.” The city attorney advised the board that substantive ordinance changes would require the ordinance to be made available publicly and likely be read in full twice; after discussion the board moved, seconded and postponed consideration of Bill 40‑2024 and Bill 41‑2024 to allow staff to revise the language and return at the next regular meeting.
