Union rep says CBA process breached; union may file grievance

Nick DeRosa, who identified himself as chapter C president of Local 466, addressed the commission during the public-comment portion and urged that the commission respect the labor-management committee's original evaluation of the Administrative Secretary 3 position.
DeRosa told the body the collective bargaining agreement specifies that department head comments must be included in the packet submitted to the review committee and said that did not happen in this case. "This part of the CBA process has been broken," he said. He added the union would have "no choice but to file a formal grievance" if members were denied the same review afforded to others.
Director Richardson and Director Faith Jackson described meetings and documentation that the committee reviewed and said additional duties and monetary authority were discussed later in a September meeting. The administration argued the additional information justified further review, while union representatives said it created an uneven playing field.
The commission did not resolve the dispute at the meeting; it voted to forward the job description to the full council. Union representatives and staff left with an unresolved threat of a grievance and requested data to document selection history and process steps.
