Jackson County jail reports record July, collects $47,335 from Scott County bookings

Andrew Long, general administrator, told supervisors Aug. 12 that July was the county jail's busiest month on record. He reported the facility averaged 40.39 inmates per day, hit 45 inmates on one day, and at the time of the update was holding 34 inmates (8 from Jackson County, 26 from Scott County). Long said July revenue from housing Scott County inmates was $47,335 and that the running total of revenue stood at $208,045; he noted June and July deposits had not yet been received at the time of his report.

Long described billing differences with other counties — for example, Delaware County bills by total time rather than calendar days, which produced a slightly different revenue outcome — and said he will attend a regional law‑enforcement behavioral‑health summit to pursue possible regional support for inmate medication and telehealth psychiatric costs. He also outlined operational details including meal counts and that the facility sometimes ships females out to manage capacity.

“July is our busiest month ever, for Jackson County. We actually, 1 day, had 45 inmates,” Long said, summarizing the surge. Board members asked about transport vehicles, credit-card procedures for fuel and supply inventory, and Long said he would follow up on Windstream billing for sheriff's phone lines and other administrative items. No additional policy actions were taken during the meeting on these operational issues.
