Springdale council reviews rules of procedure, favors less formal approach

Springdale Town Council members spent most of an April 3 work session reviewing the town's Rules of Procedure and Code of Conduct as required under state law. Town Manager Thomas Dansie told the council that "State law required all public bodies to adopt rules of procedure for operation of meetings to ensure compliance with the Utah Open and Public Meetings Act (OPMA)." The council discussed three sample rule documents provided by the Utah League of Cities and Towns and expressed differing preferences on tone and detail.
Pat Campbell urged that the rules explicitly address harassment and offensive language and said he preferred several provisions from the "Long and Business Casual" example. Councilmember Kyla Topham, by contrast, said she did not want rules that were too detailed or formal and argued for language that reflected current meeting practice. Mayor Barbara Bruno and others favored a more casual approach overall but asked staff to prepare draft revisions for a future meeting. Campbell was asked to send his proposed consolidated draft to staff for review.
