Kenilworth ZBA approves rear-yard variance for 257 Woodstock Avenue

The Kenilworth Zoning Board of Appeals on April 13 approved a variance to allow a rear addition at 257 Woodstock Avenue to encroach 5.04 feet into the required minimum rear yard.
Village Planner Michael Blue told the board the proposed addition would extend into the rear yard by five feet and noted the property is a corner lot; he also said a similar variance had been granted by the ZBA in 2024 but that permission had since expired. Applicants William and Hillary Kallop and their architect, Edward Deegan, were sworn in for the public hearing. Deegan said the owners originally planned to add a garage but expanded the scope to the rear because there is no other location on the lot to accommodate a two-car garage. Deegan also said the home was built in 1920, before current zoning rules, and that the requested encroachment represented the minimum needed and would blend with the existing house.
Member Tim Quigley asked whether neighbors had been notified; Heather McFarland, assistant to the village manager, confirmed notices were sent and reported that the village received no written comments in response. Member Katherine Peterson asked how the current petition differed from the prior request; Chair Eamon Murphy said the difference was three inches. Peterson moved to approve the petition filed by Edward Deegan Architects on behalf of William and Hillary Kallop; Member Lori Roeser seconded. The board voted 6-0 to approve the variance (Mark Hinkamp was absent).
The approved motion authorizes construction of a rear addition that encroaches 5.04 feet into the required minimum rear yard at 257 Woodstock Avenue in accordance with the materials provided to the board. The board did not attach additional conditions beyond those in the application packet. The ZBA did not receive public opposition in writing at the time of the hearing.
