The council voted unanimously to approve Resolution 2026-04, which sets the FY2027 water, wastewater and stormwater rates and allocation fees. Councilors acknowledged the equity concerns raised by residents during the public-comment period and asked staff to continue work looking at multi-unit billing and whether separate approaches are feasible. The council emphasized any structural change to billing would require analysis because lowering costs for some customers implies increases for others.
