Staff described infrastructure already in place — box culverts, a dry detention pond and other drainage features — and explained that the developer will fund a right‑turn lane through an escrow agreement tied to Phase 3.
Commissioners asked no substantive follow-up questions; the public hearing was opened and closed with no speakers. Commissioner King moved to approve the preliminary plat and Commissioner Gardner seconded. The motion passed on a roll-call vote.
