Kincaid board adopts nepotism ordinance after trustee seeks to include 'appointment'

The Village of Kincaid Board of Trustees adopted an ordinance prohibiting nepotism on June 9, adding a clarification that the rule cover appointments as well as employment practices. Trustee Paso raised the change during discussion and asked that the definition explicitly include appointments in addition to hiring, promotions and contracts.
Attorney Rahar told trustees the wording could be changed, and Paso moved to adopt the ordinance with that modification. Trustee Nelson seconded the motion and the board approved it by unanimous vote. Trustee Paso had pointed out that, for village enforcement, 'nepotism should be defined as the act of granting employment, promotions, and contracts and she thinks it should also say appointment.' The new ordinance will be incorporated into village hiring and appointment procedures going forward.
