Board debates internal candidates, confidentiality and conflicts of interest
Summary

Committee members raised repeated questions about how internal candidates would be treated and whether the screening committee should include community stakeholders or be limited to committee members. Nicholas Dezuglia urged equal treatment for internal and external applicants, saying "everyone is welcome to apply" and opposing any guaranteed placement for internal candidates.
Jeff from Zeal urged clear upfront rules and recommended the committee decide in advance whether finalists will be publicly exposed because changing the approach midstream can cause candidates to withdraw. The committee also discussed requiring disclosure of conflicts of interest and possible confidentiality agreements for committee members and interviewers. Secretary Donovan said she would forward her attorney's email clarifying open-meeting constraints.
No binding policy or vote was adopted; members asked staff to follow up with legal counsel and to bring the matter back for further deliberation.
