BZA approves special-use permit for four travel trailers at Mears Station Road with seasonal conditions

The Accomack County Board of Zoning Appeals approved SUSE-000158-2025 to allow four travel trailers for habitation on a property near Mears Station Road, with conditions intended to limit density and preserve neighborhood character.
Staff told the board the site is approximately 1.5 acres, zoned agricultural, and that four travel trailers create a density above the comprehensive-plan recommendation for the area; staff recommended denial but proposed nine conditions if the board chose to approve. Those conditions included limiting occupancy to hunting-club members or immediate family, requiring required permits and inspections, prohibiting short-term rentals, allowing county inspections at any time, and rendering the permit null and void upon sale of the property. "The density will exceed what is recommended by the comprehensive plan," staff said.
Applicant Larry Kemp Rance Jr. said the trailers are used seasonally by a small hunting club and are not occupied year-round. "They don't stay there 365 days a year ... they move these trailers," Rance said, adding the trailers have wheels and are moved in and out for hunting season. Board members discussed a seasonal condition (on-site Oct. 1–May 30) and the board approved the special-use permit with the staff-recommended conditions and the seasonal-use language. The motion was made, seconded and passed by voice vote.
