South Burlington’s council approved two transit items pulled from the consent agenda on Feb. 2: a transit signal‑priority pilot in partnership with Green Mountain Transit (GMT) and a retroactive legislative approval for an amended ADA paratransit assessment methodology.
GMT staff described the pilot as a short‑term technical implementation to allow buses to better keep schedules by preempting signals under limited, programmable circumstances. GMT said the programming can preserve pedestrian signal phases and prohibit shortening of pedestrian phases. GMT General Manager Clayton Clark told the council that the ADA assessment methodology change was implemented operationally in 2023 but needed retroactive legislative approval to align the method across member jurisdictions; the change factors both trip origin and destination and ties assessments to the community’s share of fixed‑route service to smooth sharp year‑to‑year cost spikes for smaller members.
Councilors asked whether the pilot would lengthen pedestrian wait times and whether the ADA change would affect previously adopted budgets. GMT and staff answered that pedestrian phases can be locked by programming rules, monitoring metrics will be reported back to council, and the municipal budgets had already been prepared with the methodology in mind so the retroactive approval formalizes practice rather than introduces new charges. After the discussion the council voted to approve the pilot and the methodology amendment.
