Luis Ruiz said gates and contractor activity at Shelby Park had denied citizens access to public space despite the city's ownership of the 44‑acre parcel and demanded that the council explain any authorization and bring the buoy item back on a future agenda.
Council did later move item 9 to executive session and subsequently discussed item 22 in executive session; upon return the council approved motions consistent with city‑attorney direction. The public‑comment speakers said they plan to continue pursuing records and legal remedies if necessary.
