Municipality unveils updated Emergency Operations Plan, cites legal authority and new annexes

Amanda Loach, director of the Municipality of Anchorage Office of Emergency Management, briefed the committee on the updated Anchorage Comprehensive Emergency Operations Plan (EOP), promulgated by the mayor on 2026-06-22 and available on the office's website. The plan is intended to align municipal response with national incident management standards and municipal code/legal authority (Anchorage municipal code 3.80 and Alaska statute 26.23.0.060).
Loach said the 2026 EOP supersedes earlier municipal plans and includes 31 substantive updates plus six new functional annexes that address agriculture and natural resources, volunteer management, critical infrastructure restoration, food/water/commodity distribution, prevention activities, and resource management. She highlighted enhancements to public information and alert systems, including a joint information system plan and integrated alert-and-warning standard operating guide. Loach said the plan was developed with 46 municipal participants across 20 departments and 11 external partners from 9 agencies and that an assembly information memorandum would be shared with committee members.
