Planning Director Megan Spurling presented a conditional use permit application for Rocca Bella Landscaping to operate a seasonal landscaping supply yard on approximately two acres in the C‑2 Commercial Zone. Staff and the Planning Commission found the application met code requirements and recommended approval with conditions addressing site organization, parking surfaces, and potential frontage improvements if larger structures are constructed.
Denise Moncayo, General Manager of Rocca Bella, said the business could promote drought‑tolerant landscaping materials and support conservation efforts. The council discussed parking and frontage improvements and noted that Ephraim Irrigation would provide a letter regarding any required ditch improvements. Councilmember Dennis Nordfelt moved to approve the Rocca Bella permit; Councilmember Anthony Beal seconded and the council voted 5‑0 to approve with conditions.
The approval allows seasonal supply operations subject to the conditions of approval and any required frontage or ditch improvements identified in coordination with Ephraim Irrigation.
