Planning Director Megan Spurling presented a request from Gay (Parry) Perry to convert an existing single‑family home into a duplex. Staff and the Planning Commission found the proposal compliant with applicable city code provided conditions are met: maintain an existing six‑foot sight‑obscuring fence in good repair, provide four paved off‑street parking spaces (additional gravel/paving improvements may be required), clean weeds and debris prior to occupancy of the second unit, and obtain any required separate utility meters or business license if not owner‑occupied.
Councilmembers discussed parking configuration, including the use of tandem parking, and emphasized that required parking surfaces should meet City Code. Councilmember Dennis Nordfelt moved to approve the conditional use permit with the stated conditions; the motion was seconded by Councilmember Loren Steck and passed 5‑0. Staff will follow up to ensure the conditions are met before occupancy of the second dwelling unit is allowed.
