Council amends temporary moratorium to include C‑2 zone after Camino Verde filing found incomplete

She explained that Camino Verde Phase 6's subdivision application was not considered complete at the moratorium deadline because required plans (utility, grading, storm drainage, and road plans) were submitted after business hours on the deadline day and therefore arrived too late to be considered complete.
Councilmember Loren Steck moved to approve ECO 26‑11, Councilmember Jack Dalene seconded, and the motion carried 5‑0. The council's action preserves the moratorium's reach to the commercial zone while leaving normal commercial development pathways open. Staff emphasized the legal standard that an application is not complete until all required materials are submitted and that timing of submission matters when moratoria are in place.
Public comment earlier in the meeting had urged the council to reconsider timelines for Camino Verde Phase 6; the council's approval reflects staff's interpretation of the completeness standard rather than a substantive denial of the project on planning merits. No new appeal or variance was decided at the July 15 meeting; applicants may address completeness or resubmit materials in line with the ordinance and relevant deadlines.
