Board approves 311-acre tile permit for Chris Hong with six conditions; pump to discharge to Munter Drain No. 6

On Aug. 4 the Traill County Water Resource District approved Subsurface Water Management Permit No. 2026-03 for applicant Chris Hong, filed July 27, 2026. The project authorizes a 311-acre drain tile system in the West Half of Section 16 in Bingham Township with a single pump outlet on the south boundary of the Southwest Quarter of Section 16 that will discharge directly into Munter Drain No. 6, a legal assessment drain owned and operated by the district.
The board’s approval was subject to six conditions: (1) re-establish disturbed areas after installation or maintenance; (2) install pump at least 25 feet from the top of the back slope of Munter Drain No. 6 with buried pipe to the drain; (3) install and maintain erosion protection at the outlet; (4) shut off pump outlets during ‘‘critical flood periods’’ as determined by the district; (5) avoid installing within 20 feet of any East Central Regional Water District rural water lines under blanket easements; and (6) apply for an amendment before altering outlet locations or increasing capacity. The minutes note that because the project discharges into a legal assessment drain, no downstream notices were required under N.D. Cent. Code § 61-32-03.1.
