A representative of the Comal Trinity Groundwater Conservation District told the court the district has expanded monitoring and is beginning to supply improved data to the Texas Water Development Board for regional joint planning.
The presenter said recharge rates for the Trinity Aquifer can be low and variable — "Recharge rates, it goes from 0 to 5%. It's probably 0% right now," the district stated — and highlighted the role of native landscaping and other best practices to increase infiltration. The district reported it operates about 22–23 monitoring wells and cited examples of nearby wells showing widely different changes (one down about 0.5 foot while another in close proximity was down about 14 feet), and it estimated an average drawdown of about 1.3 feet since the 2008 reference year.
The district discussed desired future conditions used in the joint planning process and said preliminary modeling based on improved data could increase modeled drawdown and reduce modeled available groundwater compared with older estimates. The presenter described constraints on the district's authorities tied to enabling legislation passed when the district was created and explained which wells remain 'grandfathered' (pre-district wells drilled before the district's formation).
