Tenant heating complaint at 110 Lake St. prompts BOH inspection, mini‑split lacks permit

The Board of Health heard a tenant housing complaint on Jan. 15 about insufficient heating at a two‑bedroom property at 110 Lake Street.
Health Agent Drew Belsky said the unit serves a single occupant but the reconfigured layout results in temperature drops when the bedroom door is closed and that the property lacks proper ductwork and ventilation. A mini‑split heat pump has been installed but Belsky said the unit was not fully functional and lacked the required electrical permit and inspection. He also noted pending litigation between the tenant and homeowner, identified in the minutes as James Feiner.
The board reiterated that portable electric heaters are no longer allowed as a supplementary heat source due to fire hazards. BOH staff will await the homeowner's response and proceed with appropriate housing‑code follow-up as warranted by the investigation.
