Board updated on sewer lining bids, contractor damage in Route 9 work and possible contaminated soil disposal costs

Engineering and operations staff presented several infrastructure items: the board opened bids for lining and repairs in Basin 27 and expected to award to the apparent low bidder In SituForm; National Water Main and others were referenced as active contractors on ongoing lining and repair work.

Staff also described an incident during Route 9 construction when a contractor's excavation uncovered and blocked a sewer, producing a backup that required collaborative work with Middlesex crews to expose and clear the line; staff said they expect to file a sewer damage claim related to the contractor work. In a separate matter, staff said recently excavated material tested positive for contamination (PCBs) and that early disposal estimates exceeded available funding; the department has engaged insurance specialists and estimated potential disposal costs of up to about $2,000,000 if insurance does not cover the work.
