Middletown to launch opioid-settlement grant program after receiving roughly $409,000 to date

Director Kevin Elak told the council the city has received about $409,000 so far from national opioid-settlement payments and expects just over $900,000 over the next 18 years. He summarized allowable uses under the settlement's "Exhibit E," including treatment access, prevention, harm reduction tools such as naloxone, first-responder training and community education.
Elak said the city formed a Greater Middletown Opioid Task Force and a subcommittee to oversee settlement-funded grants. He announced the city will release about $200,000 (roughly half of funds received so far) for community grants, open applications on Nov. 12, and plan to review awards in December with final allocations presented to the council for resolution approval around early 2025. "We're really excited about this," Elak said, adding the process will use a rubric-based review team and prioritize evidence-based and equity-focused projects.
