Leahy said the total sales tax on gasoline is approximately 8.125% (4% New York State, 3.75% Orange County, 0.375% transit). Under the county proposal, sales tax would have applied only to the first $3.00 per gallon; with gas near $4.00 per gallon Leahy estimated that would have reduced the savings to roughly 3–4 cents per gallon for consumers and about $0.50–$0.75 per typical fill‑up. The Orange County Legislature did not pass the proposal, and Leahy said that outcome protects the village's share of sales tax revenue and reduces pressure on property taxes.
Leahy framed the result as a tradeoff between modest near‑term consumer relief at the pump and protecting municipal revenue streams that fund local services.
