Board assumes lead agency for Yuan Fa Da development; SEQRA Part 3 review to be outlined

The Village of Maybrook Board of Trustees voted to assume Lead Agency status under SEQRA for the proposed Yuan Fa Da development, moving the project into the next phase of environmental review. John Fuller, representing the applicant, told trustees the applicant had "circulated notices, received a few responses" and was seeking guidance on what to include in Part 3.
Attorney Elizabeth Cassidy and Engineer Sean Hoffman advised trustees that a large number of lots showed differences between lot width and lot frontage; Cassidy recommended the Board consider a legislative zoning change rather than granting many individual variances. Hoffman urged the applicant to prepare a focused Part 3 outline based on Part 2 to reduce back-and-forth and clarify study scope. Trustee Daryl Capozzoli moved to assume Lead Agency; the motion passed 5 Ayes, 0 Nays, and the Board tabled substantive SEQRA completion for two weeks to allow staff and the applicant to refine the scope.
