Three final plats in 2025 add 95 multifamily units, staff says

The presenter told the commission that "in 2025, 3 residential final plat were approved by council" and that Western Homes GPD 2 and Scarlet Pointe were the primary contributors of new units. Olivia Ziegler said Scarlet Pointe added 84 multifamily units and Western Homes GPD 2 added 11 units; Coal Hill created one lot to accommodate an existing single-family home and did not yield additional units.
Staff and commissioners discussed which recent plats and permits are showing up in the analysis and noted that earlier plats (for example Cardinal Point) contributed to prior years' counts. The presentation showed total permits in 2025 well below five- and ten-year averages and stressed that the 95 multifamily units resulting from plats is small relative to historical annual averages for total units.
