Staff summarized the council’s priority to collaborate with the marina owner and adjacent property owners on a planned redevelopment and to evaluate potential annexation. Tyler reminded council that the DSO (zoning code) was amended earlier this year to add PD districts and that council approved an annexation policy last fall, so the regulatory framework is in place.
Joe said the item is largely applicant‑driven and that staff do not currently foresee a direct FY27 budgetary impact; however, processing an annexation and large redevelopment application could consume substantial planning staff time and may require outside third‑party review paid by the applicant. Council discussed due diligence elements applicants typically provide and confirmed that many external review costs (traffic, environmental, engineering) normally fall to the applicant.
