Council approves Ulta malt beverage license and authorizes outside-city water service

Staff clarified that the water agreement includes a consent-to-annex provision filed with registered deeds so the consent travels with the land; council moved to approve the application and passed the motion by voice vote.
"If we are to annex, they cannot object... this is a consent to annex agreement as well," a staff member said explaining the consequences of outside-city water service. The motions for both items carried with no roll-call tally recorded.
