Council discusses new library lease template and presses contractor over roof delay

Councilors reviewed a new Northwest Kansas Library System lease template that staff said differs from prior agreements and includes a proposed one-year rent of $2.75 with a planned increase to $3.00 the following year. Dallas said the changes restructured sections and reflected a remeasurement of square footage.
"They wanted to do a 1 year lease at $2.75 to ensure that the items that they had been requested and were promised in years past will be fulfilled and upheld," Dallas said. He added the changes "make[s] it match the rec and school boards" and can be altered at the council's direction.
Separately, councilors pressed staff about a delayed roof project at the library. The mayor said the roofing contract, approved last October, had been expected to start in June then July but had not begun as of August; council expressed concern about water damage and mold in the library and rec center and asked Dallas to review the contract for enforcement options and to secure a specific start date.
"I think a fire needs to be lit under these people," the mayor said, urging staff to call the roofing contractor and move the project forward. Dallas reported city employees removed damaged ceiling tiles and will continue communications with the contractor.
