Brooklyn Park outlines $7.5M state award and timeline for Community Activity Center upgrades

Brad Talbert, the city’s Recreation and Parks director, opened the meeting by framing the CAC improvements around a recent state allocation and a history of prior planning and bond obligations. Talbert said the city was "recently awarded $7,500,000 in the 2026 legislative session" and described work that remains to move the plan from concept to design and construction.
Talbert presented a December 2023 RJM/JLG cost estimate of $20,227,437 and said staff’s inflation assumptions raise that to roughly $22,500,000 if construction started in the third quarter of 2027. "That leads us to if we were to have a project that was starting construction or planned to start construction in q 3 of 20 27, about $22,500,000," Talbert said. He also told the council the previously awarded $5,000,000 from 2023 must be spent by 12/31/2028.
The director sketched a planning timeline that would include a summer RFP to hire a design partner, community engagement in the fall and a council decision point by year-end. Talbert said phasing—and using a construction-manager-at-risk delivery—could speed parts of the work, but staff recommended starting with design recruitment to produce refined budgets and firm costs.
