Clinton council authorizes online vital-records service; dissenting member seeks more data

The Clinton Town Council voted 4–1 to allow the Town Manager to enter into an agreement with Vital Director to offer an online service enabling residents to apply electronically for birth, death and marriage certificates. The Town Clerk said the service would verify applicant identity and accept card payments; the company will charge a $5.00 service fee per transaction and impose no annual fee on the town.
Town Clerk Lisa Balter presented the proposal and told the council she would follow up with answers to councillors' questions about monthly demand and the wording on the order form. Councilmember Chris Aniskovich said he was uncomfortable approving the contract without approximate monthly-request figures and clearer form language; he cast the sole opposing vote. The four members voting in favor were Carrie Allen, Brian Roccapriore, Dennis Donovan and Chris Passante.
The motion to authorize the Town Manager to execute the agreement was made by Brian Roccapriore and seconded by Carrie Allen. The council’s authorization directs the Town Manager to finalize contract terms; Balter said she will provide the requested usage and form-language details to the council after the meeting.
