Legislature creates new Sugar Loaf Performing Arts Center organization and funds 2026 operations

The Physical Services Committee moved to formalize county accounting for the Sugar Loaf Performing Arts Center by creating Org 711002 for the Parks operating budget (to appear in the 2027 budget) and approved a $589,757 supplemental appropriation for 2026 operations and maintenance. County staff said Parks has managed the facility since the county purchased it in November and needs a separate organization in the operating budget for clearer bookkeeping.
"We projected that amount for this year. We also projected to receive approximately $302,500 out of fees, rental fees, various revenue they collect, and the remaining balance of $287,000 would come from contingency," Mr. Ewald said in response to questions about the funding sources. Legislators pressed staff on the $40,000 consulting line item, ADA evaluations, and whether Community Development Block Grants had been explored; staff said the consulting money is for potential engineering services and that CDBGs have not yet been pursued. The committee approved creation of the new organization and the operating appropriation unanimously.
Discussion also covered the management contract for the center, which includes fourteen free events the management company will host. Legislators asked for clearer cost breakdowns for utilities, staffing and cleaning tied to free events and urged the administration to avoid pricing local businesses out of rental opportunities. County staff said the management contract is revenue-based and the county handles ticketing and some event cleanup.
