Legislature greenlights $6 million for design and preconstruction work on Harriman sewer collection system

The Physical Services Committee voted to create Project No.85 and authorize $6,000,000 in bonding for engineering, design and Phase I construction management services for Orange County Sewer District #1 collection-system improvements. The measure covers hydraulic modeling, design of necessary upsized interceptors and constructability reviews to match a planned expansion at the Harriman Treatment Plant.
"If you think of the Harriman Treatment Plant as a heart, the collection system is the veins that feed down into there," Logan Graney, Senior Engineer for Environmental Facilities and Services, told the committee, describing the planned hydraulic analysis and interceptor work. Staff said the package is currently at design and that the department aims to submit materials to the New York State Department of Environmental Conservation by September.
Committee members stressed the distinction between design-phase funding and later construction costs; staff confirmed this appropriation covers design and preconstruction services only. The motion passed with unanimous support.
