Board amends UCAP lease and grants DAC temporary use of vacated transit garage
Summary
The board amended the United Community Action Partnership (UCAP) lease to change the location to 1406 9th Avenue and make UCAP responsible for utilities and snow removal, and agreed by consensus to allow Cottonwood County DAC to use the vacated transit garage rent-free while paying utilities, provided they vacate if UCAP returns.
County Coordinator Kelly Thongvivong told the board the UCAP lease previously approved for Jan. 1, 2026 required amendment because of a location change. The board amended the lease to change the location to 1406 9th Avenue and add that UCAP will be responsible for utility expenses and snow removal; the motion passed unanimously.
Separately, Commissioner Tom Appel asked whether Cottonwood County DAC could use the vacated transit garage for buses. The board reached consensus to allow DAC to use the garage rent-free while paying utilities, with the understanding DAC must vacate if UCAP should return. The minutes do not record a formal motion for the garage usage item.
