Council approves revised travel policy and extends interim city manager’s contract after closed session

After a public discussion of proposed revisions to the Council travel policy, including reclassifying a local “auto allowance” as a general supplement and pooling travel budgets rather than allocating individual travel caps, the Council voted unanimously to approve the revised travel policy and addendum. Finance Director Donna Goodson explained the change to per diem handling for meals when a conference registration includes a meal and offered to remove language that restricted per diems when meals are provided.
Later in the meeting the Council entered closed session under N.C. Gen. Stat. §143-318.11(a)(6) to discuss a personnel matter. Upon return to open session, Councilmember Les Lipford moved and the Council unanimously approved an extension of Interim City Manager Ralph Clark’s contract. No additional public report on the closed-session discussion was provided beyond the contract extension vote.
