Kinston approves application for up to $1M to inventory lead service lines

Engineering Project Manager Sharmane Powell told the Council that, under EPA and NC DEQ requirements, the city must identify water-service-line materials across the system. Of approximately 2,600 service lines with unknown material, Phase II proposed to inventory about 1,340—leaving roughly 1,260 for future funding phases. Powell emphasized the project is inventory-only and would not include pipe replacement; the inventory is a prerequisite to pursue lead find-and-replace funding.
Powell further said the current funding opportunity offers up to $1,000,000 with an application deadline of Aug. 3; staff requested authorization to apply. Councilmember Les Lipford asked whether problematic lines would be replaced after the inventory; Powell confirmed replacement funding programs exist but require the inventory to be complete. The Council adopted the resolution to apply unanimously.
