ElevaCare warns board that DHS payment delays could create $900,000 shortfall

Luke Comeau, representing ElevaCare, told the Cottonwood County Board of Commissioners on Sept. 23 that delays in payments connected to the Certified Community Behavioral Health Center (CCBHC) certification process and transitions at the Minnesota Department of Human Services are creating a cash-flow problem for 2025.
Comeau said "this delay in payments will cause a $900,000 deficit," and that Nobles County has authorized "the $900,000 collateral needed for a line of credit at this time." He told the board that if payments remain delayed into January 2026, ElevaCare would request Cottonwood County provide $300,000 in collateral. Comeau said he will keep the board updated as the CCBHC certification progresses.
