Chair opened the meeting and staff member Wilcox presented the commission with an updated draft of the 2027 budget, saying the packet reflects Columbia Capital’s 2024 study and a 2025 sustainability plan and “the budget that’s in front of you is going to attack infrastructure for 2027, staffing needs for 2027, and then building upgrades for 2027.”
Commissioners reviewed levy and appropriations details, with Wilcox noting a relatively flat tax levy over recent years (roughly $10.2M–$10.3M). The commission debated preserving 2026 funding levels for many line items and asked staff for a full revenue/expense booklet at the next meeting.
The commission approved targeted appropriations during the meeting. After discussion about return on investment and long‑term sustainability, members voted to appropriate $85,000 for Main Street; a separate motion to fund Juneteenth passed at $10,000. The commission also debated a substantial ATA bus request and ultimately approved $122,000 to support transit service this year, after members pressed staff and presenters for ridership data and grant‑matching details.
Wilcox told the commission he will return with the full packet and a clearer break‑out of streets, debt service, and reserve projections ahead of the formal budget hearing. The commission also directed staff to track appropriate invoicing and reporting for community events that receive city funds so payments can be processed promptly.
The commission recessed for executive session later in the meeting and resumed to take additional agenda business.
