Council advances advisory-committee manual; debates remote participation and attendance rules

Town clerk Lizette Roman presented a draft policies-and-procedures manual for the town's advisory committees and asked for council feedback on attendance and remote participation provisions. "It is our pleasure to present this draft book manual for all of you," she said.
Councilors questioned a 10-day notice rule for absences, whether remote participation should be limited or tracked, and how to reconcile different committee practices. Several members asked that the manual mirror existing deadlines for other bodies; staff said remote participation would be given a separate section in the table of contents. Council agreed to keep the 10-day notice for advisory committee liaisons and asked staff to revise language as needed. The clerk said staff will bring a revised manual back for final approval at the council's second August meeting and will roll out Sunshine Law training on Oct. 6.
Council asked staff to provide a one-page annual meeting calendar for advisors and to integrate advisory agendas into CivicClerk so committees and council can track items and recommendations in one place.
