On Aug. 1 the Town of Hilliard adopted ordinance 2026‑04, which establishes procedures for the review and approval of certified recovery residences pursuant to Florida Statutes section 397.487 and includes standard conflict, severability and scrivener's‑error corrections.
Mayor John Beasley opened the public hearing and the council moved on a second and final reading to adopt the ordinance. The motion carried by voice vote; the transcript records the second reading and a voice vote in favor. The ordinance includes administrative provisions for publication and effective date and will be implemented through the town’s permitting process.
The council later added a related fee for certified recovery residence applications when it updated the unified fee schedule by resolution 2026‑09 later in the meeting.
