Putnam commissioners adopt rezoning for 22.5-acre parcel at East River Road (REZ2600004)

Putnam County commissioners voted to adopt Ordinance 2026-011 to rezone about 22.5 acres at 229 East River Road and 131 Oak Haven Lane from Planned Unit Development to Residential Estate (RE).
Michael Graves of Planning and Development summarized the request and staff analysis, saying the property "has a future land use designation of urban reserve" and noting that "the lands do appear to contain wetlands and is located in FEMA flood Zone X, X500, and AE." Graves told the board staff recommended approval and noted the Putnam County Planning Commission had unanimously recommended the rezoning at its May 13 meeting.
Commissioners discussed consistency with the comprehensive plan and the standards for the RE district before a motion to adopt the ordinance was made and seconded. The chair called for the vote; the item carried on the board's voice vote. The ordinance amends the official zoning map and, if the action is finalized, will allow the applicant to pursue building and site-work permits consistent with the RE zoning district.
The board recorded no additional conditions on the rezoning at the meeting; the county staff will process required permits and any necessary mitigations tied to wetlands or flood-zone requirements as the project moves forward.
